Keep the orientation explicit
A rectangle, waving flag outline and crossed-flag design each create a different layout. Send a reference that shows which way the flag should face and which details must remain. Small stars, symbols and lettering need checking at actual pin size.
If the design combines a flag with an organization mark, identify the role of each. A crowded border can reduce the visibility of both, while a larger size or simpler layout can retain the important detail.

Choose the process for the detail
An enamel version divides the colors with metal lines. A printed version can be compared if the image has fine details that would need simplification. The selected finish also changes the visible border.
List each different front and its quantity. A group of different flags is not automatically the same production specification as one repeated design.
